ADVICE: Job just took away milage reimbursement

I work in a job with a lot of local travel around a large city. And I often get sent to cities over three hours away from me for work as well. I get a gas stipend to cover “daily travel costs done during the normal course of Company business.” The stipend does not come close to covering my in town expenses. Until this morning, I was able to submit for milage reimbursement for those larger trips. I just got told that cities three hours away (where I get a hotel for the time I'm there) are part of “daily business” and my stipend covers them. I will no longer be able to submit milage. This is going to amount to about a 7% pay cut for me and I'm at a loss over what to do.
