Advice needed: How to report potentially illegal time card guidance

As part of my job, I sometimes have late at night meetings with international teams. My boss has been telling me to log the hours worked on the next day’s timecard and come in late. I live in California, where anything over 8 hours in one day is considered overtime, so this means I get paid regular time for what should be OT. My boss is a really sweet lady, and she’s just trying to keep her own boss happy, so I don’t want her to get in too much trouble, but I also need to get paid the proper amount. What’s the best way to go about reporting this to HR/the authorities? (Also, I am actively interviewing for new jobs)
