Advice on how to spin a job offer into a raise?

My wife works for a top hospital in the country. She's been there 8 years and has had gradual salary increases. She likes a lot about her position but is probably underpaid. She just received a job offer and asked for an amount that would compel her to leave. The new place didn't come close in their offer. The amount offered would be an 11% raise and she would lose 9 days vacation annually. That said, I'm very much on the “fuck work” train and would love to parlay this offer into a raise for her. By that, I just want to arm her with the information, support, and confidence to get paid what she is worth. The hospital tends to pay less than market rate because of their name.
