advice/suggestions on recent job offer

I have 10yrs plus experience in tech support and my last position which I was laid off from was around 27hr. I was laid off back in late August due to the economy/budget reorganizing and been applying for jobs left and right. I applied for a tech support position that is offering 19.25 an hour and not much room to ask for anything more. I have the a catch 22 thing, I was just offered this job at 19hr which is kinda low to me. I might have a potential offer coming up but again it's not 100% certain or guaranteed. I applied for many positions and been on a few interviews where it went to 3-4 and didn't get offered a job. Now I have this offer in my hands and not sure if I should take it or wait for something better? My situation isn't the greatest but…

My situation isn't the greatest but I'm hanging on. I feel like this rate is big set back from my previous wages. If you were in my situation would you either take the job and wait for something better in the future? Or decline it and wait for that better offer?

Perhaps this sounds entitled and maybe so, I need advice and any feedback would be appreciated.
