Amazing performance review, no raise.

I started my job a year ago and negotiated the original offered salary to about 5k higher. Last month I had my yearly performance review and received glowing comments and a perfect overall score. However my manager told me she cannot give me a base salary increase as I am at the very top of the salary range for this position. Thoughts on this? Should I try to negotiate? Surely the tenured employees who have been in this position for a decade would be at the top (or above) the range by now. Do I just have to accept that I will never get a raise in this position and will have to get promoted before I get one? Thanks for any insight!
