Are you, by law, not allowed to make money if you are not officially employed?

I was thinking about this and it is actually crazy, that you are either officially employed, or you can apply for unemployment money (or maybe have your own company ofc, if you dare, which is even more risky and complicated). Both is regulated and controlled by the state … so if you do not have money to live and you do not get unemployment money nor have work, you can basically just kind of “die”. Ofc, you can probably get money from relatives or get food from helping organisations or get food stamps … but you are NOT ALLOWED to make money. You can't go to anyone and tell them, i do stuff for you, you give me money for that. That is called black labor, which many people do anyways, but it is basically not allowed and punished with fines, if they catch you. And i really have to…
