Asking for a raise help

I work in a trades union as a foreman. At the beginning of this year I was a foreman only but our estimator was fired so I took on his role as well. His job was to build client relationships and price the work, my job was to complete the work and manage the crew. Now I do both jobs, and since he was fired we have improved revenue and are on pace to 3x last year. I’m in a great position to ask for a decent raise before year end but i feel I am bottle necked by my boss who only makes 5 percent above me and is very content with his salary. He doesn’t decide raises, I would have to discuss with his boss. Any suggestions on how to approach?
