background check requirements?

Hi all, I recently got an offer. Last week the employer has hired a third-party company to do background screening which I authorized. This morning I got an email from an HR person JS from the company that I did not add my international employers. However, before adding info I contacted HR person MB and they said that since international verification is expensive, they bypass it whenever they can and I only need to add my local employers since that experience alone fulfilled the requirement. So I did as told. MB is senior to JS in the HR dept. I was never told JS will contact me and I never got in touch with this person throughout the process. This morning I got an email from an HR person JS from the company that I did not add my international employers. However, before adding info I contacted HR person MB and they said that since international verification is expensive, they bypass it whenever they can and I only need to add my local employers since that experience alone fulfilled the requirement. So I did as told. MB is senior to JS in the HR dept. I was never told JS will contact me and I never got in touch with this person throughout the process. The only people I got in touch with were MB and was told consistently by the company's HR head DW that MB will get in touch with me. Now, JS is asking for my consent to add my international employer to the third-party verification. Which I consented to. But JS never asked about the phone/location of my international employer which the third-party vendor requires. Now JS is asking for my W2 forms and income statements from my previous employers. I also told JS, that their senior MB said I wouldn't need to add my international employer. Now the 2nd email from JS apologized for MB's mistake and asks for verifications for international employers and didn't mention whether they will add my international employer for third-party verification. I'm a bit confused because the third-party company will verify everything themselves. Exactly what do they need? My international employers did not issue w2 forms because there is no such requirement from the country. The email doesn't even mention if they want w2 forms for my local employers. What should I write to JS? What should I ask this JS? Should I contact MB, their senior? Should I trust JS?
