baffling ‘no one wants to work’ in the wild.

I was returning a rental tool from Big Box Hardware. Employee guy complains about bad traffic Employee gal 'yeah, nobody wants to work' What?! These things could be related, but it is lunch time in a fairly populous city. I think there may be some easier explanation. If everybody is working in the middle of the day, then you paradoxically wouldn't be working because there'd be no customers. At least when 'nobody wants to work' usually comes up, while still stupid, you can at least follow some logic of how they got there.
