Been working for “free” for 3 weeks with no official start date in sight.

I “landed” a great job with a government entity doing ecology work. I accepted the proposal in late March and have completed all the pre hire paper work. Currently I have moved to the area and have been working for three weeks while not officially on payroll. Talked to HR and they say I'm in “queue” with no idea on how long it will take. This was after 4 days of constantly calling HR, their bosses, ect. Keep placing the blame for the delay on security or another department. Issue is I have already been cleared with them and have had access to their files etc for 3 years just was hired from a third party. Just signed a lease in town and had to drop security deposit and first months rent while making zero income. At this point they owe me over $3000 in back pay, with a big…

I don't know what to do…

Edit: The reason I came without actually being on payroll and ball being in the air is there are seasonal workers who are reliant on me training them. I am extremely passionate about the data we collect as it informs a ton of decisions on our landscapes so it is imperative that we collect good data.

Currently the work around to ensure I am covered if something were to happen is I am hired temporarily from a youth corps. Still this is a week ago so I did work for two weeks for free with the hope of back pay or some compensation. However the youth corps contract is about half the pay I agreed to with zero benefits…
