Being rejected a raise

I have been working at my current job now for one year as an administrative assistant and the only raise I received was an annual raise along with the entire plant that I work at. My raise was .43 cents. I was getting $16 now I’m getting $16.43. Before I received a .43 cent raise I asked my supervisor who is the “plant manager” for a whole dollar raise but he told me he was not the one in charge of deciding if I get a raise or not, it’s up to corporate he told me. So I asked him “should I take it up with corporate then?” And he told me “I wouldn’t recommend it” after that I haven’t asked again. I would like to know if this is true are supervisor not capable of providing their administrative assistance with a raise?
