Best response to unpaid outside of work hours event?

Company is having an event 4 hours after work is over however they never specified if the event is paid or unpaid. What would you do? I am thinking to ask the district manager if the event is pad and if not tell him I appreciate the sentiment but I will not be able to come. EDIT – I am in the USA and an hourly employee
