Boss manually inputting breaks, what do I do?

Hey all, i've been mustering up the nerve to post here for a while now. I work at a certain large cell phone carrier, where we're able to clock in and out through an app on our phone seamlessly. It's currently one of the highest volume stores in the state if not the US, seeing at least 500 people in a full work day. Due to the convenience of being able to clock in and out for work on our breaks, as well as in and out for the day through our phone, a lot of employees tend to forget to clock in/out from work, as well as breaks sometimes. Our breaks are a standard 30 minutes and have the option to be extended to an hour if we work 8+ hour shifts, which is basically every day.

I guess since its not the holiday season, the company refuses to pay anyone overtime, meaning that you will not be allowed to pass 40 hours no matter what. There was a point 2 weeks ago that I was sent on a 3 hour break because I was over on my hours that my manager HIMSELF scheduled me for. Long story short, upon reviewing timecards for myself (and other employees) we have found that our manager manually inputs breaks, a lot of times even on days that we took no breaks as it was very busy. And not to just a single person, multiple people.

Guilty, most of us, myself included, forget to clock out for break often. There are some of us who have only missed a clock out a handful of times in their months of working here, and management have it edited to put a break in whenever they get close to an overage in their hours. I myself have gone over my timecards to see a 30 minute break added to my time, the SAME DAY I WAS WORKING, during a time that my manager and I were present at the store. It was 7 PM and I hadn't taken a break but somehow my manager input a break that day from 5-5:30.

Given I do forget to clock out sometimes, I know what he's doing is wrong as he often inputs breaks for people who havent taken one as a result of others forgetting to clock out. Guilty, I also forget often. What can I do or what can be done? Other than being ontop of my clock in and clock out, which ive begun to do. I'm in the state of Florida, if that helps.

TL;DR: Manager edits consistently edits timecards to remove 30 minutes to an hour for breaks because some employees forget to clock out on occassion, and also to not pay overtime. A lot of us actually forget to clock in and out so a time audit might be unsuccessful, but what can be done here? Was considering having a single person who's never missed a single clock out submit a report or something but we don't know how far it'd get.
