Boss micromanaging breaks

I got sat down at work today due to upper management finding out that I did a zoom interview on my lunch break. We don’t get paid lunch breaks and I made sure I was off the property. I was told that my behavior is inexcusable and I need to respect the work place. I asked why it mattered what I do on my lunch as I’m not on the clock and I didn’t do anything against policy. My boss told me that even though I’m on lunch I’m still required to adhered to policy as if I’m still on the clock. I asked which policy I technically violated and he said the cell phone policy/ personal phone calls. Currently waiting for HR to email me back.. Yes I am doing this at my desk on the clock
