Boss “offered” more hours (read: responsibility), is there any way to decline/negotiate more pay without digging myself into a hole?

Long story short: my boss asked if I wanted to fill an additional role at work, but I'm fortunate enough to be in a position where I don't really need the extra hours, and, consequently, I don't want them either. I'm already performing extra tasks outside of my job description, the work isn't great in general, and to top it off, the pay is sub-par (without the additional role that would be added on). I'd really rather not take the “offer”, but I've also never been in this position, so I don't know my best approach. My main concern is that this isn't actually a choice at all, where a “yes” or “no” answer genuinely hold the same weight, and if I do end up declining or trying to negotiate more pay if “no” fails, all of a sudden, despite nothing else changing, I won't be seen as a good…
