Boss restricted internet access for the office during work, any advice?

So for some context, I work at a smaller sized engineering firm. We have two networks: the first is private and really only used for work computers, the second is a public guest network that employees will generally connect their phones to. This week, however, our office director pulled the plug on offering internet access through the guest network. We also work in a primarily concrete building, meaning cell and web service is shoddy on its own unless assisted by a network, especially near the center of the building. As someone who can’t afford an unlimited data plan this change just seems like it doesn’t have any positives. Most people these days have unlimited data and will slack off with it if they want to, wifi or not, and so it’s really only affecting people like myself. Working from home is an option, but that generally makes me less productive…

As someone who can’t afford an unlimited data plan this change just seems like it doesn’t have any positives. Most people these days have unlimited data and will slack off with it if they want to, wifi or not, and so it’s really only affecting people like myself. Working from home is an option, but that generally makes me less productive than I like, and I actually enjoy talking to my coworkers in person. I plan to talk to him about it on Monday, and so I was wondering if anyone here had any good talking points.
