Can a company make me pay for a release of my own driving record?

Hello reddit, if this is the wrong sub, please redirect me, that would be best. I live in Austin TX. I have an Arkansas ID because I moved roughly 7 months ago. The next available appointment for a TXDL is in February 2023. ​ I applied for a job, and was told that I need to send in my DL number and my DOB for a driving record scan. Cool, fine. My license is from AR, and they said : Due to your driver’s license being an out of State license, you will need to contact the Department of Public Safety in Arkansas for a driver’s license clearance.  When you receive the information please forward it to me. ​ But one, Im not really sure where to contact them, two, there are multiple types of release forms (I sent a follow up email to see which one) and three, they…

But one, Im not really sure where to contact them, two, there are multiple types of release forms (I sent a follow up email to see which one) and three, they cost money! Like I dont even know if I got the job yet, and I dont understand why I have to pay money. Can they technically do this? It just feels shitty. It may not be antiwork, but again, I didnt know where else to ask.
