Can a manager force employees to rat out other employees?

I’m working from home with my wife, and so I hear a ton of the conversations they have. There are five people plus the manager in the department. One of the five people has been really bad at his job. The manager wants to fire him, but wants to make sure all her bases are covered. So the manager is making the other four workers in the department monitor the fifth guy’s work (which is standard, they all check each other’s work) and report to the manager about all the mistakes he makes and how long it takes him to do the work (this is not standard). Over the course of this, the four workers have been taking notes and routinely reporting to the manager about the fifth guy. The manager has critiqued these reports, saying they’re either not detailed enough or not strong enough. Can a manager require workers…
