Can an employer legally force you to use PTO when you work from home?

I just found out that in 2020 my sister was allowed to work from home, but the company told her she had to use her PTO for the days she worked from home. Yes, that's right: she was working at home for the company, yet they forced her to be paid by using her PTO. I told her that does not sound legal but she feels it's too late because it's been two years. She lives in the state of Kansas. She has a chronic illness that necessitates seeing specialists quite often along with having monthly infusions. She used up the bulk of her saved PTO and now has to take unpaid leave for most of these doctor visits. Anyone know if she has any recourse? Thanks!
