Can an employer take your PTO if you’re On-Call?

I work in healthcare and recently switched to a hospital that requires me to occasionally be on call. I’m on call for the 4th of July and my boss told me that I am still required to use a PTO day since I’m not at the hospital. I was wondering if that’s normal? To me it doesn’t seem fair to use PTO since it’s technically not a day off. I can’t travel, drink, be more than an hour from the hospital or go anywhere without my pager. Does anyone have any experience with this?
