Can my company force me to change my pay without having me sign anything?

I work for a financial institution, and recently my boss advised me that I am no longer a non exempt employee and they are forcing me to be an exempt employee without any written documentation. I was told in a meeting that I would get a 5k increase in my pay due to my tenure in the position that I’m currently in, but I cannot do OT with OT pay. Is that legal?
