Can my employer hold my paycheck until returning equipment?

I’m planning on returning the equipment either way. i have no use for it and it’s cheap but I’m just curious if threatening to withhold my last check is legal. Said “equipment” is less than $100 total. I’m in Tennessee. How can I find this information?
