Can my job do this?

This is a long long long story. To keep it brief, we are technically supposed to have a 30 minute break if we work 5 or more hours. Sometimes work gets busy and not everyone is able to take breaks, I can totally live with that and I understand how hectic it can be. But, the issue is, they take that time out of your paycheck whether you get a break or not. I haven’t hardly gotten a break in weeks, so i’m having 30 minutes taken out of my paycheck every day. That adds up to a LOT of money. Another issue is, they made their company policy to where you can’t get a break unless you work 6 hours BUT still take the 30 minutes out even if you only work 5 hours that day and aren’t even “eligible” for a break. The employees have spoken to the owners but they don’t care and said it isn’t changing. This feels like stealing. Is this legal? What do I do?
