Can my manager deny my time off request a month in advance?

I requested time off, I have the PTO banked up, they told me I can’t take it because we are short staffed and until they can hire more people I can’t take any time off. I’m very frustrated and I kind of just want to complain about it but I also feel like this shouldn’t be allowed
