Can someone explain US restaurant prices and tipping please?

I'm a Brit and I always wonder about the pay that people get in restaurants and the like. Here we tip for good service and there's a minimum wage which, while low, is generally accepted I saw a post in this thread about somewhere paying $3 an hour and demanding that tips cover the rest. What I genuinely don't understand is how this is actually acceptable and accepted – the restaurant will be charging top whack for food and pocketing a decent profit for a meal. A meal that the clientele is paying for, then paying again for service I honestly don't understand why this happens, how it's allowed to carry on and the sheer audacity of restauranteurs that get pissy about staff not staying
