Company I work for has a contract with the city

I work for a company that has a contract with the city. They are allowed to operate in the airport due to the contract. Recently, the city passed a resolution that increases the minimum wage for city employees from 15 to 20, starting October 1st. I’m curious if I’m apart of that. The union says we are city workers and are fighting for the pay increase, but the company is saying that’s not the case. I looked over the resolution and it did include this: “The city only has purview over the minimum wages of its own employees and the employees of third-party service providers, contractors or consultants.” Seeing they have a contract with the city, would this extend to me?
