Company inflates wages on job listing consistently – is this normal?

I work at a company with an hourly + commission pay structure. On this job listing, they state that the hourly wage is $15-$20, and they state that they offer commission and bonuses. In my interview, I was told the starting wage was $12 + commission (first red flag) but would be eligible for wage review after my probationary period was over. For commission, we only make 3% of what we sell, however if everyone meets their goals, we get 5%. It’s still not enough to live on. Fast forward a few months in, and we are getting some serious hour cuts.
