Company paying drive time

I work as an electrician. The job site is 1 hour away from the office where we would meet at 6am. All ride in a shuttle bus to the job and arrive by 7am. From what I've read companies are not required to pay employees for commutes from home to work, or work to home. But the office/shop is our place of work and we are leaving from there in a shuttle to the job site. They are not paying us for the drive there or back. So we are losing 2 hrs of commute each day. Is this legal?
