Coworker got a pay decrease. Can they do anything?

We have a new team member join our team in our entry-level position. However, they received a higher job tier than usual along with higher pay of +$2.50 instead of the usual. Although, they had previously interviewed for a higher job tier but a different position, and had passed the interview, awaiting only an open slot; We assumed this is why they received the elevated title and pay. A few weeks pass by and HR comes back around, deems it a “mistake” and informs them they will be reduced to a lower job tier. The new member feels like this is not right. I suggested they look at their job offer, see what they signed up for. The job offer has the elevated job tier and elevated pay. The job offer also states that shift and department can be changed in the future, however it does not say pay can…

I don't believe they should be able to just change the offer after it has been signed, right? They have attempted to contact the HR management but have not had a response.

Is there anything else the new team member can do? Report this somewhere?
