Coworker told to work off the clock BUT it’s okay because she could claim tips

Earlier this week, the manager(20) of my tea bar called off our mid shift worker because she fully lost her voice, and expected the opener and myself(the closer) to work late/come in early. I declined coming in early as my shift doesn’t begin until 7:30pm and i’ve got shit to do. Anyway, the opener agrees to stay on assuming our manger will take over considering she is the one who told the mid shift to stay home. Fast forward to about 4pm, our manager tells the opener to clock out because she’ll get chewed out if any employees go into overtime, but makes it seem okay by telling her she can still collect tips. My coworker is only 18 and more than likely doesn’t know labor laws, what’s legal/illegal, etc. I was baffled when my coworker texted me that our manager made her clock out and still work. I am…

I am so bothered by this and feel the need to protect my younger coworkers and their rights/money. Do i go to a higher-up in the company and find sources elsewhere?
