customer satisfaction determining pay?!

So, I was looking into maid services for my elderly parents to have some extra help in the house. I found one company and reached out for quotes, they sent me an email and then a follow up with a video. This email was about a “unique” customer service method they use, the customers satisfaction of the cleaning DIRECTLY impacts the cleaners paychecks. So, I can have them come and clean my house, complain, and have their pay cut that week. That is so disturbing, anyone can easily manipulate someone's livelihood off a complaint they can make up! It opens the door to income insecurity for those who work for the company and I can imagine people abusing the system. What are your thoughts on this? How can it even be legal?!
