did what was best for the organisation but get screwed in return by HR

I am working for a government organisation and every quarter there is flextime period ending date for my department. Meaning that any flextime over 20 hours will be lost. I am also outsourced partime for a project in a another department who has flextime period ending once a year. The problem is because of extremely workload of a project in my department I belong to and another project with tight deadlines I am outsourced to I got many flexhour this month and have over 60 hours that I haven't been able to take out because there has been no time for it unless the project I am outsourced too and the organisation would be hurt by my absent. I have tried to talk to HR to about that and to have them make an exception this time so that my hours gets transferred to next period so I could take…

The problem is because of extremely workload of a project in my department I belong to and another project with tight deadlines I am outsourced to I got many flexhour this month and have over 60 hours that I haven't been able to take out because there has been no time for it unless the project I am outsourced too and the organisation would be hurt by my absent.

I have tried to talk to HR to about that and to have them make an exception this time so that my hours gets transferred to next period so I could take them out when the project I am outsourced to ends and I could relax and not think of work on those days I take them but instead of simply allow to do that simple solution they said they Don't make any exception even if the project and organisation get hurt and my boss want me to keep the flexhour so I don't work for free as he says.
So now I have to take out 3 days of flex and lose 16 hour of flextime and will probably think of the project instead of relaxing while the people that I work with in the department I am outsourced to will have their flextime they got from the project and can use them at better dates.

So thanks HR for screwing me over and to hurt the organisation I will remember next time a project demands many hour to think what is best only for me and not the organisation
