Does begging/panhandling count as work?

I was having a debate at work with a colleague the other day, they had the usual stance of “well some people are just lazy and don't want to work, they'd rather just get handouts or beg for money”. To which my response was, “thats still work . . .” My logic is that people still have to put time, effort and labour into those tasks. The only difference is that it doesn't conform to traditional notions of what constitutes as “work”. Interested to hear peoples opinions on this?
