Does my friend have any legal protections from getting grossly underpaid?

My friend (M18) just took a job at a summer camp in Colorado. He works 16 hour days 4 days a week and about 8 hours on Friday but since he sleeps at the camp and takes care of the kids before and after any activities occur he’s technically on call 24/7. They have him labeled a part time employee and telling him that he isn’t entitled to overtime pay because of the Seasonal Recreational Establishment under FLSA. Is this exemption valid in Colorado? Is there anything he can do to fight for more pay or does he just have to quit. He’s saving this money for something very important so he would rather not have to.

edit: he’s contacting the DOL
