Employer didn’t tell us for a entire promotion period how to get one

Background: First, I know this doesn't sound like much. But for context, my employer is very clear about telling us how to get promoted and what constitutes demotion. It's a huge deal at this company because it's so competitive. Our pay is based on our performance and we fall into tiers. So our reviews and how many files we work per hour are how our tier is determined (to balance quality and quantity). In our last role we were stack ranked, so we just had to be in a certain percentage to get to the next tier. So top 80%, 60%, 40%, 20% for example are tiers of pay. There wasn't a set amount per hour of files worked we had to meet to get promoted. The BS: Apparently in the new role they moved us to without telling us (they shuffled everyone around after layoffs) does not work that way and they just didn't tell us. So I'm going to miss my promotion by 0.4 files worked per hour. They told us a few days ago and the period ends in a couple days. I'm so pissed. I now have to try again for another 6 months busting my ass with reset stats to get it. Out of 75 people, only two got stats high enough because business has been super slow (picks up in spring). I am 5th by rank. It's absolute bs.

Help Me: How do I push for my employer to give myself and those of us that busted our asses the promotions and more importantly the accompanying pay increase we deserve? I have receipts to show the conversation with our team and leadership to prove it. Help me hold them accountable.
