Employers are not legally required to provide pay stubs in FL?

I would appreciate any advice from you guys. I worked for my employer for about to months this year as a server and kitchen support staff. My first pay check was after three weeks of working there. It was about 400$ short. I requested my pay stub and received one only for my second and third week of work. After two months I eventually quit for other reasons but still had not received that first pay stub. Management had “corrected” my pay once but the amount was still short, as I worked about 50 hours yet I had no way to verify this against my pay stub. I submitted a claim to the U.S department of Labor and when they contacted me I was told that all they can do is verify that I was paid at least MINIMUM WAGE ($7.25) and that if I felt that I deserved more…

In addition, they explained that my employer is not legal required to provide a pay stub? How is this legal? Are there any other recourses I can take aside from small claims? I am so frustrated as I felt the labor office would be on my side at least somewhat yet it was so unhelpful. Thank y'all so much.
