It is a clear signal that they are simply just a bad place to work for. If they have been open a long time then they had spent a long time taking advantage of desperate people. They blame others for their own failings in responsible business management because, they thought the workforce supply would keep them afloat forever despite their mismanagement. They spent the profits on mcmansions and vacations at the cost of their employees that had no choice before, now they want to cry that their businesses is suffering or closing. Without any selfawareness their own personal spending was out of control instead of using it to take care of the very same people that kept them profitable in the first place.
