False pay range offers

If you’re in the search of a job like I am and search through Indeed on the daily, have you noticed how some positions advertise wages that are MUCH much higher than what they actually are? A few barista/serving positions have been doing this. Instead of posting their true hourly pay, they include tips in their offer. So instead of the original hourly range being $8-10, they advertise it as $18-23 an hour so people apply more. I feel that this is borderline illegal. They don’t specify anything about the hourly pay other than keep 100% of your tips. Corporations are getting more and more desperate to hire, but instead of actually raising their pay they just exaggerate it and sell it as the truth.
