Food service job

I have a fair amount of experience working in food service/restaurant industry and have two certifications in relation to that field. I also live on my own in a rather expensive city. I’m looking into applying for this cafe job but it says they’re hiring at $16 an hour. Though according to the job listing when tips are factored in, it’s closer to around $24-26 an hour. Would it be fair to ask for $20-25 an hour considering I have experience and certifications, plus the cost of living? I don’t understand how jobs here can offer less than $20 since it’s expensive to live here.
