Forcing $8/hr employees to buy a gift for top management

Am I wrong in thinking that this is highly unethical and inappropriate? Should we be required to gift up the pyramid? I’ve seen managers buying their manager a gift but never requiring the average employee to chip in. If anything, I think management should buy employees a gift as a thank you for making the goals that they bonus on. Better yet, how about we just stop expecting people to spend their money in the workplace? Assuming people are financially sound is just wrong.
