Former employer gave final paycheck as a cash card w/ fees, won’t give me a paper check instead. Can I go to the labor board for this?

My former employer gave my final check in the form of one of those refillable visa cash cards. There are fees associated with literally every function of this card, and my separation packet came with a paper statement that said I could request a check mailed to my address instead. I asked my former boss for this option, she reached out to HR…and then radio silence. They've both ghosted me. It's been two weeks, I still have this card, and I haven't touched it because if I even activate it, it'll charge me inactivity fees. Is this something I can go to the labor board for? Is it similiar to denying my final paycheck? They technically did pay me, but in a form I cannot access without paying fees. What do I do?
