GM trying to deny brother raise in retaliation

TLDR; Brother talked about his raise to another employee, and now GM says he can't have his raise. ​ My brother works at a fast food chain as a shift lead. Yesterday he was talking to a manager about how he was about to get a promotion from $13 to $15, as he was excited. The manager was like “so he can give you a raise but can't give me an extra $0.50?” Turns out the manager, higher up than my brother, was only making $13 meanwhile my brother was making $13 as only a shift lead, so both are pissed. Today, the GM goes to my brother and says, “We talked about you talking about your raise to others. You're not getting your $15 anymore.” Told my brother he legally can't be told that he cannot talk about his wages with other employees, and that the 'no more promotion'…

Told my brother he legally can't be told that he cannot talk about his wages with other employees, and that the 'no more promotion' seems like retaliation to me, which is also illegal. He's talking to the owner tomorrow, we'll see how that goes. Brother hopes for raise + GM getting fired.
