Got my annual review from a boss I’ve never met

I work a seasonal summer job and started back up last week. Before HR could set my new wage, they wanted a review on record. This company has massive turnover. I have been gone since October and only half a dozen of fifty people are the same. A complete stranger did my review. I've never worked with him, never seen him, he's never observed me, and until today I had no idea he was my boss. I always talked to the other bosses. He gave me all 2s on a 1-4 scale making me ineligible for a raise over their current starting pay. So now I'm getting paid the minimum possible. Yeah I'm a seasonal employee, but I'm also an awesome employee when I am there. Due to high turnover, there is no one in HR – corporate is handling things virtually. I'm considering looking for a different summery job considering there are places in the area starting part time at $19/hour instead of $15. Or just do the bare minimum and leave in mid-August.
