Has anyone confronted their toxic manager/boss after moving on ? Why don’t people in significant numbers do this?

The title. Has anyone here confronted their ex-manager/boss who were toxic as fuck when they encountered them in a non work scenario (at the grocery store, at a movie hall, sports event, as examples) after you moved on ? I wonder why this is not that big of a thing. People confronting school bullies and toxic teachers after growing into adulthood is quite common, for example. I would think that the prospect of being confronted with an uncomfortable conversation (when the said manager no longer has any power over the worker) would act as some sort of deterrent to toxic managers and bosses who like the power trip just for the heck of it.
