Have to be present 15 mins before shift?

I work at a bar and my manager has started saying we need to show up 15 minutes early in order to ensure we are all ready, as more people are starting to show up late. I get the principle, but if we aren’t present 15 mins before our shift it’s counted as late and could lead to disciplinary. I think this is ridiculous- surely you can only discipline me for the hours I’m on the clock. If i show up 3 minutes before my shift but I’m ready and waiting the minute my shift starts, how is that any worse than hanging around for 15 minutes? I’m still debating whether I will abide to this stupid rule or just show up five mins before my shift as I always have done.
