Having to beg boss for hours, penalized for needing second jobs to compensate for less hours

Since the end of April me and my husband (who work for the same very small company) have been begging for hours each week for almost 8 weeks, with little to no response. We are taking home less than $500 per week together; we need to make $800 per week together to sustain ourselves because rent is $1900 here (was $1300, but went up in January), as well as gas being almost $6 a gallon. To fill the gaps, my husband got a second “job” (a gig job) where he did repairs; when my boss found out, they seemed upset and claimed they needed to now give more hours to other employees.
