Hiring manager strung me along for weeks

I applied for a job at Telus, a Canadian telecom company. I went through two interviews before they emailed me and said that I didn't get the position. I felt pretty bad, and restarted the job search. A week later they called me and asked if I still wanted the position and I enthusiastically said yes. They phoned me back three times asking for basic information and I responded in the affirmative with everything. Then they stopped calling for a week. I was sure I was hired, so in that time I bought work clothes and told my family and friends about it. Just now I got an email saying that I didn't get the position for a second time! The whole process was over three months. I feel so bad that I've been strung along by them. I could have looked for another job and saved my money in…

If this is their hiring process, how many more people have they done this to? They don't seem to care about the people they who apply because they know they have total power in this situation.
