Hobbit hole/dig in shelter to save a few $$$?

Hey everyone who is also burnt out from the rat race. Like many others, I do not want to spend my whole life working around the clock, especially when a big chunk of that money ends up paying just for a place to sleep at night. With the housing market being so awful in recent history across the board- low inventory, building supply shortages for new builds, renovations, & improvements, elevated rental prices)- home buying is seeking further & further away in my future. Every time I see a relatively cheap piece of empty land listed online (no houses/structures built on them), I keep wondering: “I like camping. I have a shovel, basic tools, and an able body. Why not just buy the land, dig myself a little hobbit hole/dugout, use the materials already on the land, and live in it for dirt cheap? It would cost very little other…

Every time I see a relatively cheap piece of empty land listed online (no houses/structures built on them), I keep wondering:

“I like camping. I have a shovel, basic tools, and an able body. Why not just buy the land, dig myself a little hobbit hole/dugout, use the materials already on the land, and live in it for dirt cheap? It would cost very little other than just my time, sweat, and band-aids (for plenty of blisters probably). Use a composting toilet, heat the place with a little wood stove, use solar powered battery packs, and bottled water in the interim (or dig a well depending on the plot of land). I’m 30ish, single, and have no significant others or dependents to factor in their lifestyles… Why not just live in my own little hobbit hole a while until the supply chain woes and building costs simmer down enough to a point when I can reasonably build my long term home/house/cabin on the land?”

I’ve never bought/owned land before.
What authorities (fire inspectors, planning & zoning, etc.) might take an issue if I lived in my own simple dirt, dugout hobbit hole for a while?
