How can corporations be short-staffed and need help, yet won’t get back to people who actually apply to those jobs?

Trying to get out of a shitty grocery store job, and decided to try and apply to be a server. I’ve applied to two places, both of which are a chain in the US. The first asked me to come in for an interview, in which I showed up and they asked me to come back 2 days laters since the hiring manager wasn’t there. I came back, did an interview with a manager that could not care less, and told me he would TEXT me in 3 weeks to see if I would be a good fit there after the new person began the upcoming week. I didn’t want to work for a restaurant that treats people like they’re on the back burner, so I applied to a different job. Filled out the application and submitted. Next day I get a text to set up an interview and tell them what works best for me. My response time was 3 minutes. They haven’t gotten back to me either.

I’m 18 with an AS degree and HS diploma who is trying to work to move out of my parents’ home. I am more than qualified for these jobs and more professional than half the people actually hired there.

These restaurants say they’re struggling and how understaffed they are, when they aren’t even accepting the help that’s being thrown at them? I don’t get it. Can someone explain this to me?
