How come companies with huge job requirements don’t provide training to some people?

This may be a dumb question and if so I apologize. I’ve always wondered about this in reference to entry-level jobs. If they are supposed to be entry-level, but also have egregious/unreasonable job requirements, why don’t companies train them up to meet their expectations instead of wasting time turning down people without their “requirements”?
